The Enforces column is real as of IR v0.2.0
The mock carried an amber “not expressible · v0.1.1” marker in this column, because spec v0.1.1 gave a guard an eligibility_cel (who it applies to) and a target (what kind of artifact it is) and no field for what it enforces. v0.2.0 added Guard.enforces, so the column holds a predicate you can sort and audit instead of an owner’s free text. A guard promoted before that migration has no value, and the amber marker is what that looks like now — a hole with a date on it.
